Finally, be aware that easements involving public rights-of-way through private property could restrict your construction of a fence. Be sure to contact the Department of Building Inspection (DBI) at (415) 558-6088 and the San Francisco Planning Department at (415) 558-6377 before undertaking any new construction or renovations.  Of course, common sense should always dictate your response to a potential project or problem: contact the appropriate city agencies and reasonably discuss plans with your neighbors before going ahead with any work.
