The Office of the Assessor-Recorder is the City agency responsible for appraising your property and assessing the appropriate tax. California state law requires that real property be reappraised only when there is a transfer of ownership or completion of any new improvement beyond general maintenance. Thanks to Proposition 13, this reappraised value is then capped at a maximum increase of 2% a year.

The Valuation Division of the Assessor's Office should be your first step in registering any disagreement you might have over your property's assessed value. You can reach them at (415) 554-5596 and may be able to obtain an adjusted reduced value immediately. If not, and you remain dissatisfied with the Valuation Division's explanations, you may challenge the assessment through the Assessment Appeals Board.
